This section of the research group «Observatorio del Litoral» is focused in analysing the peculiarities of the various decentralization models in different states in America and Europe with the intention of obtaining a global perspective that allows the establishment of a particular trend or a common set of rules that are included in all the decentralization systems which could end up in a possible manifestation of a global decentralization law or public policies.

This research section is orientated to analyse the analogies and differences among the different decentralization models, in order to recognize and obtain some practical general techniques that are applicable to all, or most, of the decentralization models, that eventually could suggest also and advancement in the decentralization model in Spain and the world.

Furthermore, this part of the research group is inclined towards the elaboration of a Code of better practices in decentralization models that allows the extraction of those trends or common set of rules that have been consolidated, over the years, en different state models all over the world with the intention of drawing some general conclusions in this particular field of the public law.

Finally, it is also an aspiration of this investigation group to propose and deepen in the basic theoretical postules of the Spanish Autonomous State by studying, in the appropriate measures, the experiences, advancements and evolution of the countries with a strong and long decentralization tradition.
